The practice dates back to British colonial municipal laws in India, where dog licensing was introduced primarily to control rabies and manage the street dog population. Over the years, pet registration has become a part of many city-level municipal laws.

Increasingly, pet registration is being more strictly enforced across cities, driven by growing public concern over street dogs, improving vaccination coverage, and ensuring responsible pet parenting.

Why is Pet Registration Mandatory?

In many Indian metropolitan cities, pet registration is a legal requirement along with mandatory annual renewal. Skipping it can attract heavy fines, or in extreme cases, even confiscation of your pet dog.

• Maintaining public health & safety: Your dog must be vaccinated against rabies and other zoonotic diseases, such as Leptospirosis, before registration. This ensures that all pets in the city are healthy and protected, keeping both pets and people safe.

Pet Registration in Mumbai (BMC)

According to section 191 (A) of the BMC Act, pet registration is a legal requirement in Mumbai. Thankfully, BMC has digitalised the entire process; you need to share basic details of the pet, upload the necessary documents, and complete the payment.

• How to apply: Online via BMC’s dog license portal
• Fee: ₹175 approx. per year
• What you’ll need:

 -Pet parent’s address proof

 -Up-to-date vaccination certificates for Rabies & Leptospirosis

The documents should be in PDF or JPG format and up to 2 MB in size.

Pet Registration in Delhi (MCD)

According to Section 399 of the Delhi Municipal Corporation Act, pet registration is mandatory for pet parents in Delhi. The process is completely online and can be completed through MCD’s portal. To apply, all one has to do is fill out the application form with your and your dog’s basic information, upload the documents, and complete the payment.

• How to apply: Online via the MCD portal
• Fee: ₹500 per year (+ ₹100/month late fee)
• What you’ll need:

 -Photos of the dog (JPEG/JPG format, less than 20kb in size)

 -Photos of the dog with the parent (JPEG/JPG format, less than 20kb in size)

 -Anti-rabies vaccination certificate issued by a registered veterinary practitioner /hospital (PDF format, less than 2 MB in size)

 -Applicant ID proof (PDF format, less than 2 MB in size)

 -Applicant residence proof (PDF format, less than 2 MB in size)

Pet Registration in Chennai (GCC)

As per the Chennai City Municipal Act, 1919, pet registration is mandatory in Chennai. To fill up the online application form, upload relevant identity proofs & your dog’s vaccination records and wait for a house visit. Earlier this year, GCC made microchipping your pet dog a mandatory requirement for license approval.

• How to apply: Online via the GMCC website
• Fee: ₹50 annually
• What you’ll need:

 -Pet dog’s photo

 -Your dog’s basic details (Name, age, breed, identification mark)

 -Vaccination & Deworming details (Rabies vaccination must be taken within 365 days before registration)

 -Pet parent’s photo & address proof

Pet Registration in Hyderabad (GHMC)

Pet registration is now mandatory in Hyderabad, and failure to do so can incur fines up to ₹50,000. The online pet registration process in Hyderabad is pretty straightforward and valid for up to one year.

• Fee: ₹50 annually
• What you’ll need:

 -Pet parent’s details (Full name, email address, mobile number, residential address)

 -Pet details (Name, age, breed, sex, and colour)

 -Pet dog’s photo (in .jpg, .jpeg, or .png format)

 -Anti-rabies vaccine certificate

Pet Registration in Kolkata (KMC)

Under Section 521 of the Kolkata Municipal Corporation Act, 1980, all dogs within the city limits must be registered. The online dog registration process is pretty straightforward. Pet parents need to log in to the online portal, fill out the application form, upload the relevant documents, and complete the payment.

• How to apply: Online via the KMC website
• Fee: ₹150 per dog per year
• What you’ll need:

 -Self-attested copy of your dog’s vaccination details

 -Self-attested copy of the owner’s ID proof (Aadhar card, Driver’s license, Passport, etc.)

Both documents should be in PDF format, and the file size should not exceed 1000 KB.
